Report on the appropriation of Land at Kowloon
Hongkong, 14th March, 1861.
Under instructions from The Lords Commissioners of the Admiralty, the Right Honourables the Secretaries of State for the Colonies, for War and for ..., having been appointed Commissioners for reporting upon the appropriation of Land at Kowloon, have the honour to submit the result of their deliberations for the consideration of Her Majesty's Government.
Having perused the Memorandum of the Secretary of State for War, and subsequently examined the whole Peninsula, and had several Conferences upon the various requirements of Land at Kowloon.
